Many Upland Residents have complained they were unable to stream Monday night’s City Council meeting on 12/11/17. So back by popular demand, here are the Residents protesting this outrage before a packed city hall, where the Mayor opens the meeting telling everyone to sit down or line up against the wall, VIDEO HERE! It was a standing room only venue, with residents standing in the back, nearly shoulder to shoulder!
Residents spoke for 23 minutes, during the open comments section, VIDEO HERE! But right before we were “allowed” to do that, a literal parade of dignitaries spoke at Marty’s send off celebration at City Hall. It was literally, The Martin Thouvenell Show, starting Marty & Cronies!!! Start that show at 17:15, HERE! But where’s Marty actually going? The answer, HOME to still run Upland from there and to the BANK to CASH HIS $9,000 A MONTH, BIG FAT CHECKS, that’s where!
BUT WE FINALLY GOT A NEW CITY MANAGER!!! WELCOME MR. BILL MANIS, TO CLEAN UP THE UNGRACIOUS CITY OF UPLAND, VIDEO HERE! And just as the audience was enjoying that victory and having a celebratory moment, city council dropped the hammer on the crowd with their next vote.
Because in the same video starting at 8:41, HERE, they APPROVED MARTY STILL RUNNING THE SHOW, but from home, at $9,000 A MONTH FOR ALL of 2018! Which is apparently, where he has been HALF THE TIME for the last 18 MONTHS ANYWAY, because at 16:50 in the VIDEO HERE, Sid Robison says Marty was allowed to ONLY WORK 20 HOURS A WEEK, (BECAUSE OF THE RULES OF HIS RETIREMENT PENSION OF $156K) THE ENTIRE TIME HE WAS OUR INTERIM CITY MANAGER! WHAT???? We had a part-time City Manager for the last 1.4 YEARS!
Maybe that’s why he was so hard to get a hold of and never answered 1 email out of these 80 sent to him in the past 10 months! Also notable in the video above, is our council saying they have to hire a consultant to find us a NEW POLICE CHIEF anyway, so they might as well hire MARTY! HMMMM, that’s interesting NO LOGIC! Hire one of the guys that messed up UPD so badly, that 29 officers fled UPD in 30 months and the 2nd in command, Marty allowed to be fired and then MARTY REFUSED TO REHIRE HIM! And now, that Officer has had NO CHOICE but to file a lawsuit against the City & Police Department that he LOVES!
Here’s the most EPIC SUGGESTION TO THE CITY OF UPLAND, EVER!!!! WAIT FOR IT!!

New City Manager Bill Manis, rehire The People’s Police Chief, Captain Anthony Yoakum, who the sworn personnel and the people, have the utmost confident in and let our rightful Police Chief, Anthony Yoakum, restore faith in UPD, to both the Officers of UPD who haven’t left the department and also to the Residents of Upland! This saves Upland the $108K for Marty to find us another Police Chief, when he has demonstrated he could care less what the people or the personnel at UPD think! Plus, I bet that would save the City a fortune in legal fees and settlements, too! SO WE REPEAT!

Next we have our Mayor Debbie Stone & fellow Council Members Sid Robinson, Gino Fillippi & Carol Timm, which must seem like The Four Horsemen of the Apocalypse, to odd woman out, Councilwoman Janice Elliott.
Who had to sit there and watch as they VOTED AGAIN to NOT ALLOW HER, to have but 1 Committee Assignment, while giving the City’s Homeless Liaison, making $3,000 every month to work from home, being another Independent Contractor given that job by THE KING, he gets 2 Committee Assignments from our Mayor! Watch that horrendous injustice, VIDEO HERE!
BUT THEN, in what may be the MOST EXCITING VIDEO OF THE NIGHT, a resident (and NO ONE I would want to IGNORE if on council) from District 3 or 4, spoke to our council, to say that the POTHOLES are so bad EAST of 9th Street, he has crashed his bike (motorcycle) many times and he wants as much attention paid to those lower Upland City Streets, that was paid to fix Euclid. Because he has SCARS & HOSPITAL BILLS and he will bring back BOTH to city council, to prove how dangerous those streets are! He offered to HELP DO THE WORK AS WELL! Sounds a lot like an employee to me. Oh and our City Attorney, who in the contractual agreement with Marty, made the Freudian slip and called him an employee, too!
And somehow, a reporter from our local newspaper, who was in attendance at this hearing and watched the meeting with Agenda items 8A & 8B below;
