While I’ve known San Antonio Water Board Member Martha Goss for years, I’ve learned something new today, that has moved to me to the marrow. That’s because Martha Goss is so humble, she’s never one to promote herself, nor want to be in the spotlight. But when I was on Facebook this morning, I read a tribute piece that was written by someone else and it was so moving, I instantly knew I had to republish it here. So after wiping the tears from my eyes and composing myself, I sat down and put this post together, so that you could read the tribute too. And while I’ve admired Martha Goss tremendously before today, I now want to do everything I can to help promote awareness of her charity, because the work it is doing is so vitally helpful to others, during the most painful time of their lives. My phone, email and text message notifications were going crazy until well after 1AM after the meeting, by residents as shocked and frustrated as I was. What was witnessed during the 1/10/22 council meeting is going to be hard to write about, but I do find the process cathartic. Redistricting is a once in a decade event, under normal circumstances. But most of us know Upland just did this and had its first district elections in 2018. The reason being Upland had never redistricted before and was using an at-large voting scheme and was threatened with legal action, for not complying with the 1964 Voting Rights Act and the California Voting Rights Act. The district map Upland adopted to ward off a costly lawsuit, was used to elect Janice Elliott, Rudy Zuniga, former Councilman Ricky Felix in 2018 and then Bill Velto, Shannan Maust and Carlos Garcia in 2020. However, that map used census data from 2010 and now that we have the 2020 census and a population increase of 5,637 residents living predominately in south Upland, the entire map needs to be redrawn, again. There’s lots to catch up in today’s report and having attended the December 13th, Upland City Council Meeting, I have so much to say. The meeting started with the council going into closed session to discuss the never ending Amazon / Bridge Development debacle, so residents were up in arms from the jump. Then, the regular meeting opened with 13-minutes of absolutely gut-wrenching public comments from the family of an 11-year old boy that went missing 34-years ago, from the south-west corner of Foothill and Euclid in 1988. The audience and council were moved to the point of tears and now, the case is getting a fresh look from UPD’s finest. This new council is magnificent and there are no words for how much I LOVE this town and its residents. But first, without further ado, let me say MERRY CHRISTMAS UPLAND!!!!

Upland residents just did the seemingly impossible, which is to kick the Amazon Distribution Center Developers squarely in the teeth, in Superior Court no less. I have nothing but mad love and tremendous respect for every resident that fought so hard against this project for years, with every public hearing so packed to capacity, there was no standing room left to occupy. I have never seen residents so up in arms and ready to do whatever it takes, to defend the city that they love. And what that entailed was the forming of a non-profit called Upland Community First and a very lengthy legal battle, which just ended last week. In my opinion, the ruling is a gut punch and negated the entire development agreement approved by the former Upland City Council. OMG! In the last council meeting before residents vote on Nov 3rd, it was no holds barred at the 10/26 council meeting. Plus, in what seemed like a desperate act to soften Debbie Stone’s horrendous voting record, the topic of whether to raise water rates for the third year in a row, towards the goal of a 57% rate hike in a 5-year period, was on the agenda. While we can always be sure that residents will come out swinging is a given but a sitting councilperson, was most unexpected and welcomed. And the topic he choose to devote his 3-minutes of council communication time to, was none other than the founders of the West End Leaders PAC, who is Montclair City Council Candidate Ben Lopez and the infamous Rancho Cucamonga resident, Linda Nani Trawnik. Montclair resident Ben Lopez has been trying to get himself elected to the Montclair City Council since 2014, unsuccessfully. He tried again in 2018, unsuccessfully. Then, he tried to get himself appointed to fill the vacancy left when the beloved Montclair City Councilwoman Trisha Martinez, who had beaten him twice in 2014 & 2018, tragically died while in office in September of 2019. Thankfully, Ben was unsuccessful then too but markedly bitter. Ben’s hoping his luck will finally change some 6-years later after his first 2014 campaign, this November 3rd, 2020. I highly doubt that Ben will be successful, because I believe countless angry Upland residents are going to insert themselves into Ben’s Montclair race! The Upland Report has tried to reach Ben Lopez repeatedly for a comment for this story which involves him, but has been unsuccessful. We’ve emailed Ben Lopez twice and also left him a detailed voice mail message on Wednesday, October 14th, regarding why Lopez’s home address, his notary business address and his personal Montclair City Council Campaign Committee address, is on a political hit-piece attacking Carlos Garcia. The apparent benefactor of those hit-pieces is none other than Gino Filippi, who endorsed Lopez’s Montclair candidacies in 2018 and 2019. We’ve dug into the origin and responsible party for these hit-piece mailers like a deer tick and uncovered every juicy detail. It’s not pretty, but Upland cronyism never is.

After watching the Upland City Council Meeting on 6/22, we still know nothing more about why Police Chief Darren Goodman, was placed on administrative leave by City Manager Rosemary Hoerning. The disappointment regarding what four members of the Upland City Council did on Wednesday, April 1st, is palpable, with the sole exception of Councilwoman Janice Elliott. The 4 to 1 vote in favor of approving the Amazon 50-Acre Logistics Terminal has resulted in a literal flood of Upland residents taking to social media to express their disgust ever since. Residents are comparing what they witnessed as a horror film resembling “Invasion of the Body Snatchers!” Meaning the vast majority of Upland residents are publicly expressing the fact that they can’t believe they actually elected people who are now voting like the doppelganger of the incumbent they unseated in November of 2018!!! The January 9th Joint Workshop Meeting at Upland City Hall was absolutely historic. It was packed to standing room only and many residents waiting an hour to finally sit down. Upland residents came out swinging and with so many experts in various fields living in this great city, Bridge Development / Amazon received plural black eyes, as did the City of Upland. But what happened during a 5 minute intermission, was the real show. As unbeknownst to residents in attendance, a hot mic captured a private conversation between City Attorney Steven Flower and Upland’s Community Development Director Robert Dalquest, which was inadvertently broadcast over live cable television to everyone who was watching the meeting at home. The meeting came to an abrupt end for most, when at about the 1 hour and 20 minute mark, a mob of angry residents stormed out in an mass show of disgust, after hearing enough bull to choke out Godzilla. The Upland Planning Commission is schedule to VOTE on the site plan below for the 50-acre Amazon Logistical Terminal, plus the project’s Development Agreement and its “shoddy” Environmental Report on February 12th at 406 N. So what do we know after witnessing the joint workshop meeting on Monday, October 21st, 2019 between the city’s planning commissioners and council members, who all heard a presentation given by a developer intent on building a 50 acre logistical center in the middle of Upland? We know an eCommerce company who is on Fortune’s Top 10 List, will be the tenant but the developer refused to provide the tenant’s name. The developer claimed the tenant needed to be in the Distribution Center by August of 2020, in order to make deliveries for the holiday season in 2020. Bridge Development Partners is who is hoping to build the Distribution Center and while Bridge refused to disclose who their tenant was, after listening to every word they said, we are ready to make an incredibly good guess and detail every reason why.  So, welcome to this Upland Report on the who, what, where, when and why will be occupying this massive facility encompassing 50 acres and 1,000,000 sq ft. of concrete and major parking lots.

It was an amazing display of public muscle and might, as residents from every political party, raced home from work and beat rush hour traffic, to get to Upland City Hall by 6PM to lay into City Attorney James Markman. Everyone of those residents made incredible points about the multiple legal nightmares our city attorney has allowed to happen in Upland since he become our city attorney two short years ago. Even Markman in a desperate act to save himself, blamed our former city council for his actions! If that wasn’t spicy enough, that was followed by an agenda item where our city employees were finally up to get a raise after nearly 12 years without a cost of living increase, where Mayor Stone went bonkers and showed how much disdain she actually has for UPD. She could win an award for being the most unprofessional head of any city council, in America, bar none. She is an outrage and a public embarrassment every time she opens her mouth. Mayor Stone’s egregious conduct started 20 minutes into the meeting when she violated the (ADA) American Disability Act, by telling a resident with a speech disability that she would no longer allow another resident to read her public statements for her to our council, as the city would then have to allow anyone else to do that.” Later on in the meeting, Stone and Ricky Felix went head-to-head which was followed by Stone next trying to cut off the head of Upland’s Police Officers Management Association, twice during his public comments. The upcoming Upland City Council Meeting Agenda for Monday, October 14th, is stuffed with so many bombshells, it is like an Upland earthquake. The main event is City Attorney James Markman, may finally be getting the boot by our new city council members, after testing him out for the past 11 months. I will be making the case for his immediate termination in this Upland Report. In addition to that, our council will be discussing and getting briefed on multiple lawsuits filed by UPD’s Former Highest Ranking Police Captain Anthony Yoakum, plus, UPD’s Former Senior Sergeant Marc Simpson. The council meeting on August 12th, was the best thing since sliced bread! This new council has courage and guts in spades! Let me rephrase that, at least four of them do  and I do not envy any of them! This meeting was hard work with some friendships on the line, legacy appointments being tested and examined and oh so much more. At the heart of this meeting were two very important issues for our city.  The 1st, who will be running our animal shelter and the 2nd, who will be on our planning commission. So much was at stake for so many and the drama was palpable. The tension at times, you could cut with a knife. It was the best of times and the worst of times, all at the same time. Tears were shed by some and then moments later, others received standing ovation. All in all, we got to see exactly what this new city council is made of and who, is willing to put their money where their mouth is. It was a night that will be hard to forget and I think the witnesses, will remember it forever.

On March 26, 2018, our insane former city council voted three to one, to sell 4.63 acres of Memorial Park to San Antonio Hospital for $4,200,000.00. Those voting in favor were Mayor Debbie Stone, Mayor Pro Tem Carol Timm and Councilmen Gino Filippi. Opposing the sale was Councilmember Janice Elliott. Councilmen Sid Robinson was on vacation and did NOT vote but he also supported the sale of 12% of Memorial Park. Since then on November 6th, 2018, both Carol Timm and Gino Filippi lost their re-election bids and were replaced on city council by Rudy Zuniga and Ricky Felix. Sid Robinson had been appointed to city council after Janice Elliott beat him in the 2016 election. Sid had a two year appointment which expired at the end of 2018 and he did NOT run for city council in 2018. So Sid walked off the dais on December 10th, 2018, along with Carol Timm and Gino Filippi but NOT before, crowning Jeanette Vagnozzi’s as Upland’s next failed City Manager! Well at this point, watching an Upland City Council Meeting is more like watching a sitcom, than an informative and fact finding municipal meeting. There were so many residents who spoke to our city council about their MAJOR and LEGITIMATE concerns, that the meeting went from super serious to gut busting funny and this was live theater at it’s very best. The residents of the Colonies stole the show and listening to what they had to say, would make any resident dealing with those issues, fighting mad. And the praises of our new Police Chief Darren Goodman, were so heartwarming and sincere, it nearly brought me to tears AGAIN AND THAT NEVER HAPPENS! And if you want to know why both Mayor Stone and Mayor Pro Tem Timm had to recuse themselves on the same agenda item, causing CorrUpland to have no acting Mayor at all, please come on inside where we’ll have a good laugh and cry together and afterwards, a big group hug and sing Kumbaya!
